I have a site new.cashmyfiles.com I want to improve design:

1. Nice looking navigation on new.cashmyfiles.com on top. Same navigation will have 2 versions, one for guest which will point to all the link to login.php and other will have links to related pages.

2. Dashboard design for "My Account" section:

Will Say:
Avatar Image 25x25px Hi UserName in big letters

Commission = 00 (Cashout Settings>)
Credits = 00 (Buy Credits>)

Below should be tabbed box which I already have

3. 3 nice looking columns for site information.

5. New placement for search bar in top to make it look right with design.

You will have to implement the design in php site. it has templates like .tpl you need to have some experience with php tags to make design work.
