I need to create a site for users to receive information from other users.  The user starts by stating what they want to know and receives responses from the community members.THIS IS NOT A QUESTION AND ANSWER SITE. Profiles, friends list and other special features are required.  The site is very complex and will require extensive work/expertise. Due to the complexity, I WILL NOT PAY ANY MONEY UPFRONT. A 10% payment will be release after first milestone (design) is completed. I believe site can be done within 30 days though I am willing to extend to 60 days. ONLY SERIOUS PROVIDERS PLEASE!
