Looking for someone who has at least 5 years of web development experience and 3 years of PHP experience to architect and build a our financial literacy website.  

The candidate should have excellent English skills, and a portfolio that demonstrates previous work using PHP.  This project will have a duration of at least 3 months.  In your response, please address these requirements directly.

Please note that I am not willing to pay a significant amount upfront.
