This should be a quick app for an experienced developer.

I am looking for someone to build me a Facebook app either in Rails or PHP  (IFrame or FBML).  Here are the requirements (a few minor features left out):

It must talk to our API; we have Rails and PHP library ready.

A user creates an objective.

A user's friends can sign up to follow progress on that objective.

A user will upload a status report (text and possibly an image...linking to facebook image is best).

Friends who are following will approve or deny the progress.

The user will receive a prize upon completing their objective.

The interface will be minimal but should be intuitive.
 
The missing features will make this become an obvious project.

You must write reusable code. That means clean, documented code. If you write it in PHP, no god classes (don't put everything in one class!).
