I'm looking for a contractor to design and build an Android video streamed upload app. My project is a commercial application that will (among other things) open a view to the Android device's video camera and upload streamed video to a database server. This video upload piece is what I'm looking for at the moment. It is an initial step toward a proof-of-concept for the larger app. The UI will consist of just the video view and a means of quitting the application. Metadata associated with the upload should include the origin phone number and location.

I believe Session Initiation Protocol is probably the way to go, but I'm open to other suggestions if more efficient; and the codec is TBD. I see you have some experience in architecting mobile video applications. Experience in architecting video databases and servers would also be very helpful. Completion of this initial module should lead to further work.
