Summary: Website is built so people can advertise their local business. to start there are 10 spots per category. Say for example car service. Spots will be fixed prices to start. Eventually I want people to be able to bid like on adwords. Just an FYI. Each advertiser will have an acct so that they can check their stats on how many clicks/impressions they got. The idea is to keep it local. So like to start it will just be los angeles. so losangeles.domainname.com/carservice.

I will need the following:
1. Web interface so that I can manage ad prices
2. user interface to load banners and input ad content, also to maintain their profile(contact info, billing, etc)
3. Page for metrics for everything
4. need site designed with my input of course.
5. need advice on hosting if requirements will be high.
6. web interface so that i can create new category/page for advertisers. for example if i wanted to start one for los angeles/lawn services.

please include price, time frame and experience with such a project. design should be web 2.0 feel. clean and simple. If you think another language other than php/html should be used let me know that as well.
