We are operating a business to allow any individual throughout the world with a strong enough internet connection to make high quality telephone calls using our Freeswitch server based in the US. Our customer base will be targeted primarily in parts of Europe, India, and China.

The problem we are trying to solve is how to determine whether the user has a "strong enough internet connection" before signing up for our service.

Before a potential customer signs up, they want to ensure that their internet connection can support a call using our server anytime during the day (during high traffic and low traffic hours). There cost and time associated with training and setting up a new customer on our system. This is why we want to avoid as much as possible the probability that a customer will sign onto our service and because of their network issues, decide to cancel the service because of a poor quality voice connection.

Thus, we need to setup some sort of integrated web test or remote agent test to run the necessary criteria (e.g.: jitter, latency, etc.) in determining whether the connection of the user can support a quality VOIP connection.

We are looking for you to develop a test strategy for us and help us implement this strategy in hopes to only accept customers who pass a certain threshold. We will also need your help in identifying what the passing threshold should be.

There is an API that can be used such that we can create a customizable test.

Your bid price should reflect the cost to provide our customers an effective and accurate tool to determine whether their connection is strong enough to support a connection throughout the entire day.

Please note: when designing a strategy accurate test results are more important than user convenience. What this means is that, if your strategy was to configure a remote agent to develop a test that would take the MyVOIP test over a 30 hour period, 4 X per hour (to get a good sense of how the jitter/latency varies throughout the day) - though this is a long test we would be ok with this. Whatever it takes to give us a higher chance of signing up customers who have strong enough internet connection is what want. We are willing to sacrifice user convenience during the test in order to get accurate test results.

Also it would be preferable that the user would not have to download an application (integrated into web). However, if it need to be downloaded, that is fine as well. Most important thing is that it does its job.
