I need someone to complete a deviantart styled website for me.

I have already completed the design of the whole site but am no good at setting up databases or coding in PHP.
I will be testing on a vps prior to going live as everything will need to be perfect.

Features Required:

- People can upload pictures
- view other people pictures
- comment on pictures
- add tags to their pictures
- delete their pictures
