Hi. I am a college student in University of Pittsburgh, Pennsylvania, United States. 

I am looking for a website builder who could create a site for me. I am willing to pay more money if the work is top quality. 

I have included detailed description in the word file "instruction" and also my drawings for it. 

The general idea of a site is, a site that...

1. Allows people to register to have their own id, password. 
2. Allows people to post pictures and stories. (kind of like facebook)
3. Allows people to rank from 1 star to 5 star other peoples stories/pictures (like youtube)
4. Allows people to have forgotten password and id to be sent to them by email.
5. A system where highest ranked pictures and stories are presented at the top square box (like this site http://agora.media.daum.net/ ) it is in korean but you will get the general idea that I want the top stories and pictures to be in the top square place.
6. Allow people to also write comments on other people's stories and pictures (http://bbs3.agora.media.daum.net/gaia/do/story/read?bbsId=S103&articleId=66 761) look at that site and scroll all the way down and you will see what i mean.
7. I want my account to be able to control which pictures/stories are the main picture/stories of the day. Number 5 rule says that highest ranked stories are on the main page, but I want my account to be able to just change it because I do not want bad pictures/stories to be up.


So I want a site where people can post pictures and stories and talk about it. I wanted long time ago, to add news articles to it as well but I only want pictures and stories now so ignore "news" part in the instruction and pictures.
