Outgoing call evaluate, capture, and redirecting. 

If outgoing call has area code "011" stop the call and re-route the call to another number.  The program muse be able to work in the background, and have a user interface that will allow to turning on and off, password sending capability. 

Programmer must be willing to sign a Work For Hire form.
