Need a web portal developed for a business to share documents and information securely with its business clients. Needs to support many clients each having their own secured content location. An administrative interface must exist so the business owner can upload pictures and documents to the individual clients secured portal areas. Should also contain a basic messaging infrastructure with history to facilitate client communication securely within the portal.

Would like a clean modern design. Preferably written in Java, PHP or Ruby on Rails. Looking for a ballpark estimate for a project we're engaged on more detailed storyboard style information will be provided upon further engagement.
