need a flash web application with webcam support, the intention is to allow end users to "paint" the computer screen with their mobile devices by tracing mobile motion using webcam and motion detection, very similar to the following site,

however this site records a video, for this proyect that is not necesary, a static background should be used and once finished (time limited, ie: 1 min) the user should be able to send it as a postcard to friends email.



This project should start ASAP as is due November 6, total amount paid can vary and would be between $.5K and $3K USD MAX depending on delivery time, quality of product and support offered.
