I need to make a simple Mahjong game for Halloween.

The game should have the same graphic accuracy as this game:

but the imagines should represent Halloween items: pumpkins, witch hats, broom sticks, candy, ghosts, bats etc, an should be drawn funny like in this game:
http://www.thekidzpage.com/freekidsgames/games/mahjongg/spookymahjongsmall.html

I want decent price proposal, since this is a very easy game to complete.
