To add an extra specific locale (langauge) in to the exsisting official Android ICS ROM, which the shipped product doesn't have it included originally, so user can select such language setting from the phone menu (Language & Input/Keyboard), and all menu displays in such specific language.
** system Apps won't need to be such localization

NOTE: all the translation of the *.xml files in the "vaule" folder has been done already
