We are seeking to develop an Android app to do the following:
1. allow users to read our content offline (this content is based on existing mobile web pages)
2. users should be able to download / refresh "content packages / groups of pages" using app

We can discuss with individual bidders specific details on user interface and how to deliver app content to users.
