I'm looking for an experienced Flash/Actionscript programmer. 

The application functionality:
-draw on an draw area using line, pencil, circle, text and       rectangle tools.
-print, save, send, and create new page
-redo, undo, copy paste, and cut
-layer buttons: bring to top, bring up one layer, bring down one layer, and bring to bottom layer
-upload their own graphics and load stock graphics

Please tell me your cost to do this project and how long you think it will take you in your cover letter.
